Whenever | hear people talking j about Government waste, the MPs’ pension plan, MPs’ parks, and MP's’ {travel are usually right at the top of 1 the list. However, few people know how much fs spent on the running of Parliament or what percentage of the i total federal budget it consumes. There is no doubt that the MPs’ “gold plated” pension plan needs to sbe scrapped and replaced with something similar to that found in the private sector, but my feeling is that most of the other costs of running our Parliament are net really out of i line. THE 1994/95 ESTIMATES The financial estimates tabled by the Finance Minister last February } put the House of Commions budget ffor this year at $238,450,000. This sum seems targe at first glance but it f actually represents just one sixth of Fone percent (0.15%) of the $165 | billion total Federal! budget. It covers all of the following: - MPs’ salaries, MPs’ travel, and all MPs’ expenses, - Office and staff costs in Ottawa and the Ridings for all 295 MPs + Salaries of Officers of the House of Commons | - Contributions to the MP pension plan | - Contributions to employee benefit plans } - Administrative and legal services to the House of Commons - Grants to parliamentary associations - All support services such as messengers, transportation, security, traffic control on the Hill, cleaning and maintenance, printing, phones and other telecommunications, furniture re- pair, etc. If we could completely eliminate yall of the above functions, North Vancouver V7I 2ZA2 Telephone: 666-0585 Fax: 666-0509 “THE COST OF PARLIAMENT (which some might say would be a blessing) total Federal Government expenditures would only drop from § $165 billion to $164.76 billion. Sorry folks, eliminating Parliament and ail of the MPs, their staff, travel and 5 office costs would NOT solve the daficit problem. ; To put things in perspective it is interesting to note that the taxpayer SUBSIDY for transit in Greater § Vancouver last year was around § $220,000,000. That is close to 92% of the entire cost of running § Parliament with ail of the MPs, their § staff, supplies and offices. However, | the cost of Parliament is fairly stable § while the Vancouver area transit subsidy has been rising rapidly -for § the last few years. It will quite likely f soon exceed the cost of running } Parliament. MP PERKS Virtually all of the traditional MP “perks” have now been eliminated thanks to the lobbying of Reform § MPs after arriving in Ottawa. There } are no longer shoeshines or } subsidized haircuts, and most of the 3 cafeteria prices are on par with, or higher than, similar downtown § restaurants, Also, many Reform § MPs, like myself, have taken a | voluntary 10% cut in pay which we donate to charity or the deficit reduction account. The only major “perk” we have not yet managed to § get rid of is the pension plan. Reform MPs still regularly demand that the § Prime Minister allow us to oot out but j so far he has refused, and in November a large group of Liberal MPs will qualify for pensions for life. j Perhaps the PM has been waiting for this important qualification date to pass before he changes the plan for j the rest of us!
