Our external affairs minister was quoted, in January, as telling a Los Angeles audience that a nuclear arms build-up is a commonsense answer to Soviet power that will reduce the risk of war. This ideaé of building enormous nuclear arsenals as a deterrant against aggression was condemned by the General Assembly of the United Nations in its special session on _ disar- mament in 1978. The assembly adopted, by consensus, a _ declaration which reads in part: “The increase in weapons, especially nuclear weapons. far from helping to strengthen international security, on the contrary weakens it. Mankind today is confronted with an un- precedented threat of self- extinction arising from the massive and competitive accumulation of the most destructive weapons ever produced.” At that U.N. session in 1978 Prime Minister Trudeau told the nations that “the arms race must be ‘suffocated’ by cutting off the military research and development efforts that feed it." A commendable objective, but one that Canada itself has done little to achieve. A large porwgon of the money spent by our government today for scientific resarch and in- dustnal development goes to the armaments industry.
