The apparent lack of
interest in. the Lonsdale
Quay Development is ac-
tually a sign of contentment
among North Vancouver
residents now that proposed
construction is about to
begin.

This was the opinion
expressed by North Van-
couver City Mayor Jack
Loucks. following _Monday
night's, public-hearing on the
rezoning: application. to
permit: constructidn. of : the-
proposed Pacific Marine
Training Institute.

The hearing lasted all of
fifteen minutes, most of
which were taken up by a
presentation.";by Frank
Morris,’ Director of Permits
and Licenses for the City, on
the plans for the Institute.

Loucks ‘invited questions
from the audience following
Morris’ talk, but not one
question was raised among
about a dozen people
present in the gallery.

“If they were upset, they
would be here. It's not
lethargy, it’s contentment,”
Loucks pointed out in
response to a_ suggestion
from one local _ radio
reporter that the lack of
reaction indicated lethargy
on the part of North Van-
couver citizens.

Construction of the in-
stitute, scheduled to start
May 1, will mark the first
step in the 50 to 60 million
dollar Lonsdale Quay
development which is to
take place over the next five
years, according to Loucks.

The 5.5 million dollar,
three storey marine institute
will provide a training
facility for seamen from all
along the British Columbia
coast, Clive Grout, an ar-
chitect for the project,
explained.

Courses offered by the
institute will provide seamen
with the opportunities for
upgrading. Everyone from
the deckhand to the mate to
the master will be able to
take the courses necessary to
prepare them for a move up
the job ladder.

There will also
for fishermen -which | will
include. net minding and
safety and survival. Nautical
studies at the institute will
cover a wide range of
subjects from navigation to
radar operations and
chartwork.

involved in marine activity
