He agreed that he would sup- port a return to council sitting as a committee of the whole and the end of council’s standing com- mittees which ‘result in duplica- tion.” But he said public accessibility would have to be maintained, He listed five current issues as most pressing: @ setting priorities for future ac- tion on official community plans and neighborhood plans; @ updating the so-called “*monster’’ house policy; © updating the secondary-suite policy; @ establishing a community- based or storefront approach to policing; ‘ @ providing staff support community associations. @ Ernie Crist “The big thing ‘is autonomy within, or from, the Greater Vancouver’ Regional! District (GVRD),”’ said Crist. “We have to fight for rapid transit to the North Shore. We ‘have to unite all three North Shore councils to put that point to the GVRD.”” Crist said he favored the establishment of ‘neighborhood for NORTH VANCOUVER DISTRICT COUNCIL by Martin Millerchip councils’’ to replace the district's advisory planning commission, He suggested that all local mat- ters of ‘traffic, rezoning, reere- ation, youth and policing’? should go to the councils first. Crist said the councils should be: ® elected; @ operate within terms of refer- ence established by council; ® given a budget; © allocated staf as advisers; ® built up from existing com- munity associations. Crist also said, ‘‘We can no longer use fland-sale money for operating costs.’’ © Jim Cuthbert Cuthbert said he would be pushing for a ‘‘district-wide en- vironmental strategy based on the experience of Kitchener, Ontario, which provides guidelines to all municipal departments.” In addition, Cuthbert wants the appointment of a ‘qualified, citi- zen-based environmental commis- sion’? to advise council on en- vironmental matters. He would also like to sce: ‘@neighborhood-by- neighborhood regulations to con- trol the size of infill housing; @® an increase in community- based policing and youth sevices programming; @ expansion of items within the recycling program. Harris said she will also be pushing the adopt-a-creck pro- gram as part of her concern for the protection of watercourses and water purity in the district. As for housing, Harris said the district should be ‘‘taking a-long, hard look at the kind of develop- ment it is promoting.”” She argued that lots should be created based on contours, tree cover and creek protection ‘‘rather than on straight lines of 140 feet by 60 feet.”” @ Pat Munroe Munroe says he looks forward to working in a spirit of coopera- tion with the new council. He sees a broader-based com- munity involvement and easy ac- cess to information as keys to good local goverment. “We should be getting infor- mation on focal development issues to the neighborhoods at the earliest stage possible,’’ said Joe Battista tion.
