City considers legalizing secondary suites NORTH VANCOUVER City Council will vote Monday night on an amendment to the city’s single-family zoning bylaw that would allow for the development of secondary suites in single-family dwellings in all areas of North Van- couver City. Administrative coordinator of development services Francis Caouette presented council fast Monday night with an overview of the issues surrounding the second- ary suite review based on a report from the Social Planning and Research Council (SPARC). “During the course of the review, it fas been determined that there are somewhere between 1,500 and 2,500 (secondary) suites in the city,’’ Caouette said. “The policy review process commenced in February 1990 with a moratorium on enforcement (of illegal suites),’’ he said. The SPARC report on second- ary suites was commissioned fol- ‘lowing the secondary suite en- forcement moratorium. -A random miail-out survey was ‘sent to 2,777 city homeowners (of which 1,012 replied) and 532 city tenants (of which 106 replied). “Seventy-one per cent of the owners indicated that the suite ex- isted at the time they purchased their home,’’ Caouette said. Most of the survey respondents needed the revenue from second- ary suites as an additional source of income so they could afford to purchase the home in the first place, he said. The current policy permits de- velopment of a family suite in single-family and duplex build- ings. A family suite must be oc- cupied by a relative of the home- owner’s family. Regular secondary suites are currently illegal in the city. Of the tenants that responded, Caouette said 59% wanted suites legalized in all areas of the city. In September 1990, the SPARC report was submitted to the city. The six-person working com- mittee on secondary suites, chaired by Andrea Lebowitz, was then formed. According to Lebowitz, the committee supported legalizing secondary suites because it sup- ported increased affordable hous- ing in the city. “We also think that secondary suites can be an important way to maintain older people in the community,’’ Lebowitz said. Elements of the draft secondary suite policy state that: @ If secondary suites are permit- ted in single-family dwellings, the need for a family suite policy would diminish. @ Secondary suites would not be permitted in duplexes or other multi-unit buildings. @ In order to develop a second- ary suite, the owner of the build- ing must reside on the premises. The owner may reside in either the main dwelling unit or the second- ary suite. @ Suites would not be permitted to be developed in an accessory structure such as a garage. @ A suite would be a maximum of 300 square feet and a minimum of 400 square feet. @ Only one secondary suite per single-family dwelling would be permitted. @ Internal connecting stairs be- tween the suites must be main-. tained. @ Conversion of the suite to strata title would not be permit- ted. @ One additional on-site parking space must be provided. This would be in addition to the one parking space that is currently re- quired for a single-family dwell- ing. The highlights of the draft sec- ondary suite policy are under con- sideration.
