Training programs funded fed- erally through Canada Employ- ment help these needs to be met without opportunities being im- paired through a lack of financial resources. Programs aimed at both employers and unemployed people were recently outlined by Jennifer Leonty, supervisor of employment services for North Vancouver’s Canada Employment Centre. Two programs aimed at employers — Skili Investment and Skill Shortage — will be combined in April to become the Workplace Based Training program. Both offer financial assistance to employers who want to retrain their staff because of labor market changes, she said. While one employer may be upgrading an employees’ skills so that that person is able to effi- ciently use a new computer system, another may have a dramatic change in the demand for his products and require an employees’ skills to change, ex- plained Leonty. . Both employers can hire consul- tants and training firms that are paid on a cost-sharing basis by the company and Canada Employment, she said. As well, the. government agency can offer assistance to train peo- - ple for positions that are consid- ered to be in short supply on the North Shore, said Leonty. Common locally is the need for management training because of a high number of small businesses, said Leonty. Canada Employment funds training that is considered to be learning oriented rather than pro- ductivity oriented, so that al- though the courses may take place at the employer’s work site, train- ing sessions should not be treated as on-the-job training with pro- ductivity as the intent, she said. Typically a company will find a training firm to take care of their needs, but Leonty added that ‘‘we know who the trainers are,’’ and can assist in finding the ap- propriate trainers, Leonty said. Trainers and employers then work together to develop a plan appropriate to the company and its employees. The workplace-based programs are aimed at employers with less than 100 employees, she explain- ed, larger companies would be referred to programs such as the Training Trust Fund. Both the company and the gov- ernment contribute toward a fund and the interest on the fund is us- ed to “support future training nieeds’” for the company, she ex- plained. Another program aimed at larger companies is currently in use ca the North Shore. The In-. dustrial Adjustment Service pro-. vides consulting services to com- panies expanding rapidly or downsizing because of changes to the marketplace. When major industry changes take place, she said, a committee is struck to examine the situation. The shipbuilding industry from the point of view of five B.C. companies is now under such an examination, with the committee looking for a strategic action. plan for dealing with industry changes. Another recent example is that of a North Shore company that was about to fold. The employees decided that they wanted to buy the company, but were uncertain of its viability, said Leonty. The federal program paid for an independent adviser to assess the financial viability of the com- pany and make recommendations to the employees, helping them reach a final decision. The company-oriented pro- grams do not typically apply to entry level positions, but there are other programs specifically meant for people who are entering the work force for the first time or re-entering the work force after WORDPERFECTIONIST! ‘Maximum 2 per ciass.
