2 - Wednesday, July 6, 1988 - North Shore News 14-storey Quay tower nears final adoption A 14-STOREY residential tower at Lonsdale Quay is two steps closer to realiza- tion following a_ recent North Vancouver City Council meeting. oY WHITTA News Reporter Both the second and third readings were approved in the bid to amend the zoning of the Lons- dale Quay Lot 11 to upgrade the permitted number of storeys from six to 14, resulting in a building that will be virtually the same height as the nearby ICBC struc- ture. The tower, which will be built by the Bosa Brothers, is designed to be 138.5 feet tall and will consist of 100 dwelling units, two storeys of parking and a third parking level in the basement. Bosa Bros. would be required to deed to the city its roadway access on Chesterfield Place and Chad- wick Court, as well as 8,200 sq.ft. of its own property, to allow the city to construct a roadway and turnaround configuration. The access road would facilitate the flow of traffic to Lonsdale Quay and the SeaBus terminal, where commuters to Vancouver are currently dropped off. At a public hearing prior to the council meeting, 33 Chesterfield Place resident Bernice Holmes said her main concern was with the heavy traffic coming down Ches- terfield Place. Whether council allows non- commercial vehicles to use the proposed turnaround or not, she said, the public will still use it for picking up and dropping off peo- ple. She suggested that an alternate site, such as lots on the northern part of Esplanade, be developed - for the purpose of meeting SeaBus passengers. Acting mayor Frank Morris noted that as Chesterfield Place is currently a public access, vehicle traffic on it cannot be restricted. However, he said, if the bylaw was approved with the result that these public accessways were deeded to the city, council would have more control over the use of the road- way. . Ald. Rod Clark also commented that the turnaround proposal was still very much in the planning stage, and that ‘‘what you see isn’t necessarily what you get.’” Another 33 Chesterfield Place resident, Barry Mortell, addressed council and suggested the proposed building would take approximately one year to construct, and pointed to the dust and noise that would result. “If pilings go in, there will be a lot of vibration,’’ he stated. He requested that council require the developer to inspect the units at 33 Chesterfield Place, put up a dam- age deposit and follow up with an inspection after the completion of work to check for any damage to, for example, the plaster or brickwork of the Chesterfield Place properties. : Mr. Bosa agreed to provide an inspection. In council, Clark said of the whole bylaw amendment process: “This has been a bit of a go- around, but I think the democratic process has served us well in this particular instance....
