Cedardal needs Dear Editor: This letter is to strongly support the proposal for the multi-level care facility at 419 Keith Rd. in West Vancouver. The need for this facility is criti- cal now and there will be a virtual crisis next year when the 80 or so residents of West Van Kiwanis Lodge are tossed out. Most people don*t realize that funds are now available for this facility, and if we don’t approve this immediately we will lose it to Burnaby or Surrey, I understand the concern by the local residents, but that is targely the fear of change. I remember a few years ago the resistance to the support Upper Caulfeiid Village proposal, but now that it is in business it's the best thing that ever happened to our area, Contrary to some opinion, the area is ideal for intermediate resi- dents. They do not require much in the way of personal transportation, and the idea that it could pollute Brothers Creek is preposterous. Please, let’s get on with it before we lose it, The Cedardale residents should look in the mirror and ask if their concern really outweighs the dire need for seniors’ accommoda- tion. W. Reform is opposed to this Bill because it gives the Heritage Ministry the authority to fund, on an ongoing basis, a wide range of special interest groups through generous grant pro- grams. Bill C-53 should be called the the “Speciat Interest Group Funding Bill”. GRANYS FOR ALL Bill C-53 would permit an estimated $4.4 billion to be spent on grants to at least 24 different groups including the Canadian Councit , CBC, Telefilm Canada, the Advisory Council on tha Status of Woman, Status of Women Canada, official languages programs, the Canadian Race Relations Foundation, multicultural groups, the CRTC, and a multitude of museums and arts councils, ‘In 1993, Multiculturalism alone received around 1,300 grants in a list that filled a 703 page document. This year, vith federal heath care funding in decline, and cuts being proposed to social programs, monay was found to expand a museum in the Minister's Riding and to continue with the $1.1 billion subsidy to the CBC. Suggestions by Reform for $1.6 billion in cuts to the Ministry were rejected by the Government, so funding patterns of the past will probably continue, FRENCH IN BC In a speech to Parliament on October 27, 1994, | mentioned tiat the Ministry of Heritage is using the Court Challenges Program to try to force the BC Government to spend up to $100 million on establishing francophone school boards in the Province. Your taxes will fund the case evan though the 1993 report of the Commissioner of Olfictal Languages noted that less than half of one percent of the peaple in BC speak French at home, and only 2,053 students were enrolled in French Immersion in BC in 1993/94.
