More and more thoughtful people realize that the world is dmfting nearer and nearer to the abyss of a nuclear war At the session Canada should back an agreement against the use of any first stnke nuclear weapons and their phase out. All nuclear testing in any form should be discontinued. Chemical and biological weapons com- pletely prohibited. Canada must be declared a nuclear free zone in which no com- ponents for nuclear weapons are manufactured and from which no fissionable materials are exported. The USA. and U.S S.R. should limit and reduce conven- tional forces Armies at war since 1945 have largely depended on armaments from the industmahzed na- tions of which Canada 1s one Such armaments export should be controlled reduced and Agreements can be reach- ed and treaties signed but how can one be sure that these will be honored by the powerful? Taxes could also be kept at current levels, without any lay-offs or reduction in services, if the provincial government would meet tts responsiblilities by in- creasing grants to the municipalities, instead. it is keeping them at present levels.
