8- Friday, September 13, 1996 — North Shore News . _ ‘2 | Bureaucrats need to be accountable Dear Editor: | “Ifwe could just get rid of all the boats, helicopters, hov- ercraft, crews, bases and lighthouse keepers, we could easily stay within our multi-million-dollar budget.” \ This is the gist of a comment made in all seriousness by a Canadian Coast Guard bureaucrat that clearly illustrates the terminal idiocy that pervades the day-to-day operation of our country and has ploughed us under an almost insur- mountable mountain of debt. No matter how much stoport and common sense is put behind the men and women who do the real jobs of provid- ing Service to the Canadian people, nothing will change until there are fundamental changes made in who has the real power to do what is needed and desired by Canadians. Have each Coast Guard station have its own manager who is accountable and responsible and an accountant who is responsible and accountable to adminis- ter the whole lot and report to the minister we elect. :» Themen and women who do the real work could have ithe best/equipment that is safe to operate and stand a good chance’ of returning from missions in one piece to do the work they are so willing to do to maintain safety and save : of the above will ever happen until Canadians real- ize that.none of the old-line parties will ever tell the truth long enough to make any real changes that reflect our wish- ike hell Dear Editor: As an avid cyclist and strong believer in the positive aspects of cycling for all ages, I read with confusion and frustra- tion the letter entitled “Mandatory Bike Helmet Law Wrong.” After reading the letter several times I concluded that Dr. Boothroyd’s argu- ments against wearing helmets rests upon the shaky foundation that “older people lose the elasticity” (in their necks) aud therefore have a greater chance of break- ing their necks when a fall occurs when riding a bike. The retired doctor goes on to state that old people have “stiff necks” and may break their neck because of the hel- met. Young people, on the other hand, have more elasticity in their necks there- fore making a helmet more useful in the event of a fall. Given this small and possibly incorrect analysis we are to believe that helmet laws should be rescinded. I'm sorry Dr. Boothroyd, but to swal- leis Sa low this argument is about as pleasing as eating a Power Bar without water. How can you stress a potential injury to asmall segment of the bike riding pop- ulation and then attempt to stretch your age specific argument to all ages? Bike helmets save lives and reduce the chances and severity of head injuries when accidents occur. These are simple facts that everyone can and should under- stand, When seat belt legislation came into effect a similar ultra conservative argu- ment tried to convince the public that the law was also wrong. Perhaps Dr. Boothroyd would rather have old people smash their faces on the steering wheel rather then risk a neck injury in a car acci- dent; same twisted logic. Several years ago I worked with head- injured youth and dealt first-hand with the effects of head injuries on young peo- ple. Ifa law had forced the parents of an eight-year-old boy to wear a helmet while riding around the block his life would be full of possibilities, and not disabilities.
