Currently, half of what motorists pay at the pas pump goes to Ottawa, with virtually no aational highway infrastructure improvements in return. The TransLink plan is skewed heavily in favour of transit, with at least three times the amount of planned capital investment going to transit as opposed to roads. But according to TransLink’s own budget, the vast majori- ty of funding for the TransLink plan will come from motorists through a proposed annual vehicle levy averaging $75 and_ evisting gas taxes. TransLink will derive over $1.6 billion, which means motorists will pay $290 mil- lion over and above the planned capital expenditures for transit and new roads, totalling about $1.3 billion. TransLink expects to improve transit ridership to only 14% of daily commutes by 2005, from the current 11%. Meanwhile, over 70% of daily commutes will continue to be performed by private automobile. Only 37% of BCAA mem- bers surveyed believe the TransLink Strategic Transportation Plan address- es the needs of motorists, while almost two-thirds view it as addressing the needs of transit users. Overall, only half of those surveyed agree it will have a positive impact on traffic congestion. Although BCAA members have indicated they don't want to pay for the TransLink initiatives, they do agree that government at- large should continue current efforts to try to relieve traffic congestion.
