By Anna Marie D’Angelo News Reporter ..- To press time on'Friday, Owens was still in jail in Richmond. He was slated to be sent to Victoria that day, according to a Richmond RCMF spokesman. The 45-year-old isnant of 988 Prospect Ave. in Upper Highlands had allegedly travelled to Toronto. Bail condition allegedly not adhered to The bail condition states that Owens must have prior written . approval from his bail supervisor if he changes his residence. — The bail condition is related to a Victoria provincial court action to restrict Owens’ access to children.
