8 ~ Wednesday, Apri! 24, 1991 - North Shore News Overpass opens to traffic | Watershed review THE TRANSPORTATION and Highways ministry has opened the $22-million Upper Levels Highway and Lonsdale Avenue overpass Project to westbound traffic. Project manager Leigh Martel said all of the paving on the pro- ject is finished and that the over- pass is scheduled to be open to eastbound traffic on May $. Work is still continuing on the north side of the project on the westbound off-ramp. Martel said the entire project, which began in 1989, is slated to be completed in July. He added that paving has been a major problem for the project’s contractor, Miller Contracting Led. The company had to wait sev- eral weeks for good weather be- fore it could complete the pro- ject’s paving component. The project also ran into several earlier delays: in February 1990 work on the project ground to a halt after major snow storms % tb OE 3b St ot 3b Et bb ot ob ot oe: * struck the North Shore. The storms put the project at least 1wo months behind schedule. But Martel said the “oo | is currently ahead of schea .'* Meanwhile, work has stopped on the $20-million Westview Drive and Upper Levels Highway inter- change project due to funding dif- ficulties. Highway ministry cegional director Dave Cunfliffe said work on the project will not proceed until the ministry is given its budget for the coming fiscal year by the provincial finance ministry. Finance Minister Mel Couvelier has yet to deliver his budget speech, Earlier this year, the ministry decided the project would incor- porate a diamond design. The decision followed months of con- troversy raised by area residents over whether a diamond or loop design would be best suited for the interchange.
