CYPRESS BOWL ROAD SITE Ancore aeve IT WAS hard to say whether it was relief or bewilderment on the face of Bob) Anable Monday when his company Ancore International received a development permit with some surprise changes in it from West Vancouver District Council. The permit was for five, four- unit townhouses and five apart- ment buildings on Ancore's Cypress Bowl Road site, rather than the eight townhouse buildings and five apartment buildings Anable applied for last week. Anable, while receiving con- gratulations from supporters at- tending the meeting, declined to comment to the media about the changes to his plan, which still provides him with the same total of 75 units, Mayor Don tLanskail told the News the decision to permit: a five-townhouse building configu- ration had been reached just that evening. In addition, a restrictive cove- nant was added to the development permit whigh would limit any tree cutting. “The covenant the municipality is looking at is unique in that never before have we posed such an onerous task on a developer ...but it’s definitely in their best interest to preserve as much of the forest cover as possible” remarked Ald. Mark Sager, who pst a reluctant vate in favor of the proposal. Ald. Rod Day abstained from the vote, because be preferred the 1987 Ancore proposal to the one before him. At that time, council made the decision based on the Ancore argument that such a development would have less of an environmen- tal impact on the steep site above Upper Levels Highway, Council was dispieased, therefore, when Ancore came back this summer with a development permit request for an entirely dit- ferent scheme -- a four-apartment building, 16-tawnhouse eroposal, which significantly increased the 3 - Friday, August 12, 1988 - North Shore News dt NEWS photo Nei! Ancore thea requested an amended proposal Aug. 2 for a five-apartment building, eighr- townhouse vontizuration. But he, apparently did not expect further modifications from council. “Despite some misgivings, 1 think this is the best course of ac tion,’’ said Mayor Lanskail, as council voted to approve its amendment to the plan. Municipal manager Terry Lester explained how council and. staff had the previous impression that townhouses would not enter the picture. Ancore’s very first pro- posal for the site, in 1986, was for just’ three apartment buildings, with 7 units. At that time, Ancore agreed not to undertake any single or dual-family residences. But this agreement ceased when council decided not tu approve that particular proposal by Febru- ary 1987. The general impression, remained, however, that townhouse development had been written out of the picture. “When you get another pro- posal such as this, | hope that the rezoning will be subject to a development permit approved by council,’ said) West) Vancouver resident) Jack Howard, who has publicly opposed Ancore’s move towards townhouse development, “Development permits should be tied far more closely, if not ex- actly, with the rezoning,’ Ald Sager agreed. Ald. David Finlay said that had been the policy in the past. “We didn't have development permits inthe past, but develop- ment agreements which developers signed before applying for rezon- ing,’' Lester told the News, But thar changed when development permits became the law. “Ino the future the two things will have to go hand in hand. On the same night the development permit is approved the soning should be approved,” Lester said. Auto........... Classified Ads... Editorial Page..... Home & Garden.... Mailbox...........
