The possibility of an early multi-million dollar joint venture between two B.C. forest companies and a Chinese province has been opened up. Negotiations over the next few months could lead to the export from B.C. of millions of board feet of milled timber and the construction in China of a secondary manufacturing facility. The effect of such a deal on the B.C. employment situation is obvious. The visit also sparked two wider ranging concepts of even greater potential value to the province. One is the idea of an international banking zone in Vancouver which would allow mer- cantile banks to handle ventures with a minimum of red tape and taxes — making B.C. into something approaching a second Hong Kong and bringing the province many spinoff benefits in the capital and investment areas. The other idea is a duty-free zone in Van- couver, enabling products to be shipped to in- ternational markets free from Canadian tariffs and duties. This would give our ex- porters a real edge in world competition. Both proposals, of course, require federal cooperation. Speed is also of the essence if B.C. is to seize the opportunity presented by jittery Hong Kong capital, now seeking new havens as that colony's deadline for reunion with the Communist mainland approaches. If Mr. Bennett can only persuade Ottawa to move fast on the proposals, B.C.’s prospects could brighten immeasurably overnight.
