Support” ~ SOLD TO THE GVRD! - The Council of the District’ of North Vancouver has j just’ turned, the North Shore over to the GVRD bureaucracy. When it comes to ‘regional planning, the GVRD until ‘now has | f _ acted in-an advisory function. The GVRD livable region plan: | was, in fact, the sum total of 18 individual community plans, This is no longer the case, Under the new constitution; signed . by our Council, a community plan has to fit the regional plan. If. it doesn't we have to give reasons why. The roles are, in fact, “J To overturn a GVRD plan requires 5 of the 18 unweighted votes. The Districe of North Van has one vote. : “j All three North Shore municipalities put cogether have only 3 votes. Our own District community plon “fy will have to reflect what the GVRD bureaucrats think it ‘should. If we don’t agree, we have the right,to . | fight with the bureaucrats, Good luck. But we have no right of veto. We have in fact surrendered our. autonomy. / The GVRD Bureaucrats have already told us that we will have to accept our “fair share” of the huge population i increase expected in the lower mainland. They told us that unless we do this, we cannot expect an extension of Rapid Transit to the North Shore which we desperately need to safeguard / our environment, our health, our lifestyle and our pocketbook. We are already being blackmailed, and it has just started. The GVRD position is curious since we have always agreed that within. the regional plan, we would make - our mountains available for the recreation of the multitude. It is also curious since the GVRD knows or should know from the experience of other cities that the livability of the region cannot be maintained unless all areas are accessible by rapid transit. I warned our Council against adopting this constitution and | told them of the consequences. I asked them to defer making a decision and at least inform the public about it. But it was like talking to che wall. The Council members with the least experience, including Councillor Cuthberr and Councillor Paul” Turner, vored in favouz of this ill-conceived scheme. Councillor Paul Turner, who wants to be Mayor, was particularly arrogant. This decision must be reversed. Our autonomy must be restored. Of course we should co-operate with the GVRD and discuss all relevant issues with them. We are, after all, part of the region and it is to our advantage to do so. BUT OUR FATE MUST BE IN OUR OWN HANDS, not in the hands of the GVRD bureaucracy. The GVRD created havoc in our watershed and jeopardized the quality of our: drinking water already. In any case 1 am not prepared to turn our North Shore into another WEST END. Make sure you vote in the upcoming civic election and be sure you vote wisely. There is a fot at stake. Ernie Crist, Councillor, District of North Vancouver FUTURE GENERATIONS WILL.
