Police say Carter did not pull over when he appeared to be speed- ing in North Vancouver shortly after midnight. A chase ensucd with speeds reaching as high as [4() km-h. Police say Carter abandoned the car and ran off with the youngster into a bush area near Marine Drive and Capilano Road. The child received scratches.
