12 - Sunday, December 13, 1992 ~ North Shore Naws Sager gives °93 mnaugural address ((TTj3"/3 West Van a leader in sensitive land-use, mayor says WEST VANCOUVER has positioned itself as a ‘‘leader in sensitive land-use planning,’’ Mayor Mark Sager claimed during his 1993 inaugural speech at the Dec. 7 meeting of West Vancouver District Council. Sager attributed the municipali- iy’s success to the nard work of council members, volunteer com- mittee members and staff on a number of key issues, such as: @ the recently introduced third - phase of West Vancouver's bulk housing legislation; @ further planning for develop- ment of the lands above the Up- per Levels Highway; @ the task force review of the blasting and svil removal bylaws; @a proposed increase of municipal development charges to recover more of the costs of ser- vices required by deve!opments. Sager said West Vancouver has lobbied the provincial government on a number of issues of great local interest: @ inequities in education funding that work to West Vancouver's detriment; @ noise, traffic and parking problems associated with the Horseshoe Bay ferry terminal; @ the -need for improvements to the Sea-to-Sky Squamish high- way; @ the need for the improvement and ultimate replacement of Lions Gate Bridge. Major upcoming capital pro- jects in West Vancouver include the memorial library expansion (currently under construction), the seniors recreation centre, and the future development of a western fecceation centre.
