oer 8 - Wednesday, Jane 28, 1989 ~ North Shere News WEST VAN BULK HOUSING Reaction mixed over proposed bylaw change OVER 150 people crowded into West Vancouver District Council chambers Monday night, but not all of them were thrilled with proposed bylaw changes that would restrict the size of houses in the municipality. The bylaw is being tailored to address the concerns of West Van- -couver residents angered by the proliferation of large, bulky houses in new and older neighborhoods, and the removal of trees and other characteristics of the community that many like to think of as “‘parklike."” “West Vancouver is rapidly becoming known as Chernobyl West,’’ said Gleneagles resident Lynn Hawkins, describing some of the new developments in the district. The proposed changes to the bylaws include a smaiiler floor area ratio and site coverage ratio, as well as new regulations regarding sideyards, building depth and parking provisions, “This could reduce landowners’ ability to use their land by approx- imately 25 per cent,’’ protested Glenn Paruk of Woodburn Cres- cent, who Is hoping to build a traditional Tudor or Georgian style home in West Vancouver. Paruk thought the proposed restrictions were ‘‘unreasonable”’ while another recent purchaser of a West Vancouver lot, Norry Fitz- patrick, charged that they would create a “tremendous hardship” for him. The two men called for more time before the bylaw changes are implemented. A man who bought a West Van- couver home five years ago with the intention of rebuilding, argued that the proposed changes would restrict his house to a size (2,500 sq. ft.) that would be ‘‘very small for the needs of a family.”’ Height restrictions have not been included in the new bylaw, so far, ‘and Mahmoud Aziz of the British Properties Homeowners Associa- tion pointed out that the changes might just force houses upwards. “You have failed to address the overall issue; what is acceptable development in West Vancouver?”” he countered. Capt. George Murrell of the Amblesid: Dundarave Ratepayers, however, told council it should go ahead and take the steps necessary to preserve the district. “This is West Vancouver and the people who own it have the right to say what it is going to be like,’” he said. Many others applauded council and municipal staff for working to stem the encroachment of “monster” houses in West Van- couver, Gleneagles Ratepayers vice- president Keith Bower urged coun- cil to go further and implement even more of the recommendations that came out of the Barcham Report on the so-called ‘large house syndrome” in the district. “You may be attacking an cic- phant with a pea shooter. We urge you not to be timid,”’ agreed In- glewood Avenue resident David Adams. Fred Russel congratulated the district on its efforts, but was con- cerned that the regulations might “inhibit good design.” He suggested that the regula- tions be varied throughout the municipality and that there be the possibility of relaxing some of them to encourage better design. Reducing ‘‘visual mass’? from the street is more important than just reducing mass, pointed out Martin Kafka. Council called for a staff report on the subject to be brought back to council in about two weeks’ time.
