After debating the subject for two weeks, council decided to hire Duron B.C. Ltd. to re-roof the library in the fall at a cost of $62,315. Alderman John Hum- phries called the leak “serious” and emphasized the need to keep the parking spaces. But Alderman Dave Finlay, who has protested retaining the parking spaces from the beginning of the debate, insisted that this would be “throwing good money after bad.” He suggested the project be shelved until next summer saying he was not satisfied with the in- formation to date. He said replacing the roof now with parking would be a *‘disservice to the municipality” and an “ab- solutely poor fiscal decision.” The contractor will only guarantee the work for two years. But Humphries said the cost of the roof with parking is only $18,000 more, as the library must have a new roof anyway. He said an $18,000 mistake would be justified by the need for parking in that area. Municipal Manager Terry Lester told council that more delay would mean more deterioration of the roof which would be “fiscal irresponsibility” on the part of council. According to a memo from West Van's Purchasing Agent, R.F. Kell, Duron B.C. will break the present concrete roof with jackhammers which would take about five days. Although the contractor has been asked to check for damage and leaking in the membrane, the memo said that more damage would be done in breaking the con- crete. Council voted to go ahead with the re-roofing now. Only Finlay voted against the motion.
