in supporting the
Honourable Jack Davis’ call
for a system of licensing taxis
which would allow cabs “to
offer their product through-
out the Greater Vancouver
Regional District” Mr.
Richard Hughes, President
of Sunshine Cabs, made a
number of statements I find
misleading.

I have been with North
Shore Taxi for eleven years,
the past three and a half as
an owner-operator. This is
the only place I wish to
operate my taxi, and I take
pride in providing a service

Whether or not the United
States actually master-
minded the Korean airliner
disaster, in order to discredit
the Soviet Union, will pro-
bably never be known.
However, although we do
not have proof that they
were directly involved, we
do have quite definite
knowledge of their culpabili-
ty in creating the type of
tension-fraught, hostile at-
mosphere that rendered a
tragedy of this sort virtually
unavoidable.

note that when Israel shot
down a Libyan passenger
plane, killing 108 civilians,

If the kind of open licens-
ing Mr. Hughes and Mr.
Davis recommend comes in-
to being, most taxis will be
found, not in the Muni-
cipality they are obligated by
license to serve, but in
downtown Vancouver or in
any other area where busi-
ness seems more lucrative.

Mr. Hughes suggests that
local taxi licensing “caters to
monopoly taxi firms.” I don't
believe this to be true. The
history of the taxi industry in
this area is one of owner-
operators banding together

Furthermore, how long

to provide service and at the
same time, survive in a busi-
ness which, at the best of
times, is a low profit
endeavor.

Referring to the taxi in-
dustry, Mr. Hughes says
local Councils are “virtually
handcuffed when dealing
with monopolies and
cartels.” Yet it was with the
strong backing of certain
local Council members, as
well as Jack Davis, that a
case was made which per-
suaded the Motor Carrier
Commission that limousine-
style taxis were needed on
the North Shore. That deci-
sion brought Sunshine Cabs
into being, an indication in
itself, that under focal licens-
ing, politicians do have an
influence on the taxi
business in their area.

In my opinion, the danger
of promoting monopolies in
the taxi industry increases in
relation to the size of area
licensed. The larger the
area, the more likely the
prospect of big companies
taking over the small owner-
operated fleets.

Jack Davis and Richard
Hughes are proposing to
change the character of the
taxi business in the lower
mainland. My experience in
the business tells me it won't
be for the better.
