Dear Editor: in supporting the Honourable Jack Davis’ call for a system of licensing taxis which would allow cabs “to offer their product through- out the Greater Vancouver Regional District” Mr. Richard Hughes, President of Sunshine Cabs, made a number of statements I find misleading. I have been with North Shore Taxi for eleven years, the past three and a half as an owner-operator. Referring to the taxi in- dustry, Mr. Hughes says local Councils are “virtually handcuffed when dealing with monopolies and cartels.” Yet it was with the strong backing of certain local Council members, as well as Jack Davis, that a case was made which per- suaded the Motor Carrier Commission that limousine- style taxis were needed on the North Shore. That deci- sion brought Sunshine Cabs into being, an indication in itself, that under focal licens- ing, politicians do have an influence on the taxi business in their area. In my opinion, the danger of promoting monopolies in the taxi industry increases in relation to the size of area licensed. The larger the area, the more likely the prospect of big companies taking over the small owner- operated fleets. Jack Davis and Richard Hughes are proposing to change the character of the taxi business in the lower mainland.
