AT-Wednesday, October 29, 1980 - North Shore News mailbox Stop playing wi Dear Editor: When will municipal affairs minister Bill Vander Zalm quit shooting from the lip, stop playing games and get serious about rapid transit? Just look at the situation. The Greater Vancouver Regional District (GVRD) spent $450,000 for a com- prehensive study and plan for a light rapid transit system for the Lower Mainland. It has been widely discussed by municipal councils and_ citizen organizations, with amendments made to meet public demand. While it’s not yet adequate (it entirely neglects the North Shore, for instance), it is a good basis on which to start. The GVRD plan, however, for reasons never explained, does not include the crucial question of who will pay for rapid transit. The cost will cértainly be close to one billion dollars. Is it because GVRD officials haven't the political courage to come right out and say that rapid transit can’t be built without substantial help from senior governments? Is it because the GVRD politicians are afraid to tell the public the truth about the costs of rapid transit? Edmonton has built a good light rapid transit system that’s been in gperation for two years and is doing well. Calgary is building one right now. But in the Greater Vancouver area, where traffic congestion is getting worse every month, we're still talking. Nothing definite has yet been decided. And this has been going on for years. Faced with this whole situation, what is Bill Vander Zalm doing? He’s brushed aside the whole GVRD plan for light rapid transit. He says he wants something “new”, something different, something “in- novative”. So he and the GYVRD people are scurrying around the country, visiting other Canadian and U:S. cities, even European, looking for some new and different light rapid transit gadgets. He’s acting like a boy in a toy shop and leaning on the GVRD to alter its plans to suit his whims. And these seem to change from day to day — Vander Zaim could never be accused of thinking before he speaks. Doesn't Bill Vander Zalm understand that people are getting fed up and frustrated with the continual delay over rapid transit? Doesn't he realize that we're getting sick and tired of his antics? We don't need any more studies. We need some action! SPCA animals not available for research Dear Editor: Recently, there has been a considerable amount of con- troversy in respect to the use of animals for experimental purposes. Regrettably, with every disputed issue, mis- information is generated. In this case, the public is in- creasingly concerned with the Vancouver Regional Branch of the B.C.S_.P.C.A.'s policy on this matter. The B.C.S.P.C.A.'s bylaws clearly state mm Part 1, section 13, subsection (b) that, “No animals in the custody or under the control of the Society shall be made available by the Socicty or any Branch for the purpose of medical or = scienufic research.” Te Cu? The Vancouver Regional Branch strictly adheres to this bylaw regardless of its operation at the shelter or pound levels. In the areas where the Branch acts as the official pound authority, there are no and can never be an agreement between the regulating authority and the various research establishments. Furthermore, should any municipal council agree to supply animals for research purposes, where the Van- couver Regional Branch is acting as the pound authority, then the Branch will automatically terminate the pounding contract with that regulating authority. I trust that this letter will help alleviate the public's justifiable distress on the Branch’s policy regarding this concern. Face up to the fact that we must have rapid transit and your government must help pay for it. Don’t tell us that you haven’t the money. If your government can afford to spend one billion dollars to build a huge complex on the north shore of False Creek, for which there is no public need or demand, you can afford to help pay for rapid transit. And while you're at it, include plans for a future extension of rapid transit to the North Shore. We need light rapid transit now, Mr. Vander Zalm. Let’s get on with it!
