On the North Shore, six (including two last-minute, entrants) are competing in the May 28 election for their tiny shares of some 5% of the total vote. The North Shore News’ fight against Bili 28, the Election “Act, is all about the public’s right to know. Especially during an election campaign. And despite what the NDP and other supporters of Bill 28 would have B.C. residents believe, the Election Act seri- ously impairs the public’s right to know. As reported frequently in these pages, Bill 28 restricts to $5,000 the amount of : money individuals or groups other than registered political parties can spend supporting or opposing candidates dur- ing provincial elections. The limitation ‘ is, for all practical purposes, a gag law. And that is bad. Elections are. all about opinions, issues, discussion. And not just opinions, issues and discussion as dictated by politicians, Any impediment to any or all of the above is an infringement on the right of people in a democratic society to express themselves and become acquainted with the widest possible range of. information about what is at stake. Therein lies the issue for the North Shore News, which has spear- headed from the outset of this election’s call, a campaign to alert the public to what Bill 28 has taken away from them. Third party advertising lost ‘by: the newspaper because of Bilt 28 is insignif- icant. On the contrary, the News" info mation campaign could cost the newsp per dearly if it is prosecuted over’ any alleged Election Act violations. Advertising pays the bills and pro- vides the editorial space in which to ; exercise free expression, but if the gov-'.: ernment continues to erede the scope of: that free expression through restrictive * legislation, editorial space won’t be © worth the paper it’s printed on. - And that’s what this fight is all about: Your right to know. Your right to dis-... agree. Your right to express yourself.
