balance, a committee is busy
studying alternatives.

Funding for the crossing guard
program runs out on Jan. 3). Chaired
by Keith Denley, District 44 assistant
to the Superintendent of Schools, the
committee has representation from
parent groups, the RCMP, North
Vancouver City and District staff,

On Monday, Denley told North
Vancouver City councillors that the
committee is looking at all options,
including adult volunteers.

“The opinion of other jurisdic-
tions, including the Department of
Transport, is that this approach has
serious concems in the areas of reli-
ability and liability." said Denlcy.

The volunteer option is further
complicated by a clause in the col-
lective bargaining agreement signed
in 1994 between the Canadian Union
of Public Employees (CUPE) and
the school board. The clause states
that union members cannot be
replaced by volunteers. All 18 cross-
ing guards are CUPE members.

Other options being studied are:
@ creating a student crossing patrol;
B alternative fundraising.

@ replacing crossing guards with
other ‘solutions such as traffic sig-
nals,
