Bowen residents opposing the marina expansion and develop- ment plan have complained that it will destroy the island’s rural at- mosphere, increase concentration of commercial space on the cove’s shore, encroach on Crippen Park’s waterfront and give Dike virtual control over the entire cove. But the latest proposal from Dike has reduced the proposed new marina from its original 300 berths to 170. Hankin said the marina expan- sion will not extend any further south into the harbor than it cur- rently does, which will preserve harbor view corridors from the GVRD’s 600-acre Crippen Park. Dredging along the cove shore’s tidal flats will still be required, but Hankin said severity of slope left from the dredging will leave better and safer beach gradients than those that would have resulted from earlier plans. North Vancouver District Mayor Marilyn Baker, who is the vice- chairman of the GVRD board of directors, said she had serious concerns about the original size of the marine expansion proposal and its compatibility with Crippen Park, and still has some concerns about the plan, but she said the GVRD board of directors also recognized the need for revitaliza- tion of Snug Cove. The GVRD board agreed to recognize the improvements to Crippen identified in the report, and will designate the $95,000 already allocated in the 1988 capi- tal program, subject to a detailed plan of costs and needs for the PHASE Il park.
