residential property owners — is the next vital
stage in transforming the village into ‘‘a centre
unique in the province: a modern shopping
section connected by landscaped roads to two
major parks, a seaside walk and the ocean set
against a mountain backdrop’’.

Undoubtedly there will criticisms of in-
