Hardie INSURANCE CORPORATION OF BRITISH COLUMBIA AUTOTOPIC WHEN ICBC announced 1992 Autoplan premiums in December, the number that hit the headlines was a 19% increase. A few motorists have since received renewals and have noticed differing percentage increases for their policies. For many, the increase is lower than 19% while others have found that it’s higher. Some in the latter group have been wondering why. ICBC’s Dec. 13 announcement made the point that the corpora- tion would need to collect 19% more in premium income this year in order to pay for claims it ex- pects motorists to make. While 19% is an average, there’s a wide open span between the high and the low ends. On the high end are motcrists who caused accidents in 1991. The loss of claim-rated scale discounts review deadline extended IN THE wake of the federal government’s recently an- nounced spending freeze, the deadline for public comment on the proposed new Canadian Parks Service Policy has been extended to April 30, 1992. The freeze, in effect until April, resulted in the postponement of several policy review meetings across the country. Open houses and round table discussions have been held in Western and Nor- thern Canada, as well as Quebec. However, meetings scheduled in February and March for Ontario and Atlantic Canada have been Postponed until the new fiscal year, which begins on April 1. The policy consultations af- fected in Western Canada were non-public commitments to discuss the proposed policy with B.C. environmental groups and with Alberta provincial govern- ment representatives. These com- mitments have been rescheduled for the first week of April. The schedules for other con- Sultation programs run by the Canadian Parks Service in B.C. and Alberta, including a program to review the management plan of Elk Island National Park, are ex- pected to be only slightly affected by the spending freeze. A typica} Autoplan policy from ICBC is actually a number of in- dividual policies rolled into one. The mandatory portion includes third party liability, no-fault ac- cident benefits and underinsured motorist protection. Most people add extra third party liability, comprehensive and collision coverages. Premiums for each of these coverages are set according to their individual ‘‘claims experi- ence."’ For instance, ICBC aims to collect enough in comprehen- sive premiums to pay for com- prehensive claims reported. Worsening claims experiences have driven up the price of all coverages except for collision, which has actually dropped by about 5% this year. As a result, motorists who buy collision will have that decrease to partially off- set the increases in the other coverages. While motorists not purchasing collision may see a higher per- centage increase in 1992, their premiums, in dollar terms, will usually be lower than those who have added that coverage.
