Al4- Wednesday, June 27, 1984 - North Shore News WV development charges rise WEST VANCOUVER Municipal council has introduced a new development cost charge by-law that, if adopted, will make the first increase to the cur- rently ‘‘inadequate’’ rates since 1978. The proposed by-law would levy varying develop- ment cost charges in four of the five designated areas of West Van — west of Nelson Creek, east of Nelson Creek, east of Cypress Creek, (west of the existing deyelopment), and the Infill, or remainder of the municipality — which would better reflect ‘‘real’’ costs to the community. The Caulfeild area has been ex- cluded as development is cur- rently under a land use contract. Development cost charges are imposed to provide funds to assist the municipality in paying the capital costs of providing, altering or expan- ding sewerage, water, drainage, highway facilities and park space in order to serve, directly or indirectly, the development in question. Under the by-law, persons obtaining building permits, for the construction or altera- tion of buildings for purposes other than the construction ef three of fewer self- contained dwelling units, would be obligated to pay the applicable development codt charges. Also, where the develop- ment does not refer to the stipulated residential pur- poses, the charges would be imposed when the cumulative value of the work in any 12-month period = exceeds $25,000. Of the four areas affected by the new by-law, the Infill would sustain the greatest total cost change, one of 194 per cent from $1,065 per development unit in 1978 to the proposed $3,130. However, in comparison to the other designated areas, the Infill woul dstill maintain the lowest overall cost charges. Council referred the by law to the Inspector of Municipalities for considera tion and also to the Advisory Planning Commission = for review and comment.
