410 ~ Friday, April 19, 1991 - North Shore News NVC to allow additional liquor licences USERS OF Mahon Park facilities will be allowed seven special occasion liquor licences this year rather than the six allotted in provincial guidelines, after North Vancouver City Council agreed April 8 to issue one additional permit. The North Shore Sportsman's League was originally denied a special occasion liquor licence for its April 21 charity soccer game benefiting the Lions Gate Hospital (LGH) Foundation. Francis Caouette, the city’s administrative co-ordinator of de- velopment services, said that ac- cording to provincial regulations, the city is permitted to approve six licences per year in each of eight city areas. The two indoor facilities in Mahon Park are both within the same city area, so must share in the six licences. He said the Sportsman’s League’s application was the seventh to be received by city staff this year, so it was turn- ed down. Because of Mahon Park's size, it is the most popular area in the city. Caouette said a percentage of events set for the park are therefore turned down each year. But he said an additional Mahon Park permit could be sor- rowed from another city area, because only 15 to [8 of the 48 available city permits are issued each year. Sportsman’s League president John Palmer appealed to council to allow an additional permit because the league’s event is for & MOONLIGHT WADNESS SEE OUR AD ON PAGE 32 By Pamela Lang Contributing Writer charity and because the league was unaware of the limited amount of licences available and the need to apply early. He said the organization raised $3,000 last year, primacily from their beer garden. While approving Palmer’s re- quest by borrowing a permit from another of the eight city areas, ci- ty council rejected the idea of establishing a committee that could, according to the provincial liquor control and licensing poli- cy, approve unlimited numbers of permits for each area. Opposing the idea of extension “in principle,’’ Ald. John Braithwaite pointed out that if the city approved this request, ‘‘to be fair’? they would be obliged to hear and approve requests from other organizations. The number of special events must be limited for the sake of neighborhood preservation, said Ald. Stella Jo Dean, who added that the noise, parking and other problems have a negative impact on the neighborhood. While questioning Palmer, Dean NORTH VANCOUVER CITY COUNCIL learned that the event will take place approximately from If a.m. to 5 p.m., but the liquor permit limits the league to 1% hours of liquor service. While Mayor Jack Loucks and Ald. Bill Bell expressed similar concerns to those raised by Braithwaite, both voted in favor of the extension. Loucks suggested an absolute limit of seven licences for 1991 only, saying ‘‘§ hope that they've (the Sportsman’s League) learned their lesson and will put in their application for 1992 now.’’ Council voted 4-1 to approve the permit. Braithwaite was opposed, and Aldermen Rod Clark and Barbara Perrault abstained from voting because of their involvement with LGH.
