But the future is the only segment of time over which we have any control,"’ said Leithead. The task force’s report, entitled EnVision, begins with a visionary description of West Vancouver in 2012. The task force speculates that by then the municipality will have learned how to plan neighborhoods so that they fit in- to their natural topography with a minimum of blasting and disrup- tion to water courses and greenery. A “People Moving Program” - would also stimulate other, more efficient means of moving people and goods, including high-speed ferries, electric trains and a system of bicycle paths. Along with the improvement of existing commercial areas and the elevation of Ambleside to a real core area, the task force said there was a need to intreduce satellite community service facilities, such as schools and recreation facilities in the western part of the municipality. Park Royal, according to the task force, could be developed in- to a ‘‘modern village,’’ with regional offices, facilities for workshops and community meeting places. Referring back to the ‘80s, the task force described how high land values led to the construction of large-scale buildings, ‘‘osten- tatious house design’’ and ‘‘brutal subdivision practices,’’ that assaulted the landscape.
