_ page 18, February 16,1977 - North Shore News’ Dear Editor: I wish to comment on your Feb. 2 letter from Ron Sostad headlines ‘‘'GVRD should be scuttled... Though I. am. convinced of your corres- pondent’s sincerity, I take strong exception to the specific comments he made. First, his facts are wrong. . He claims that the Policy Committees that developed the proposals eventually incorporated in the ‘‘Livable Region Program’’ were dominated by ‘‘federal, provincial and municipal politicians and civil ser- vants."’ Such a statement is utter nonsense. Almost 100% of the participants were private citizens, from _ all parts of the Lower - Mainland. I know at least a dozen of them personally, through the two committees with which I was associated, ~ and am perfectly satisfied ~ With the assertion made to * me by a GVRD spokesman on “: February 3. 1977, in answer = to a phoned question, that all _ participants were Se a . “of the : private Second, his reasoning is fuzzy..He advocates: ‘‘local . planning’’ on the grounds “ that ‘‘each area...has an elected representative on Council.’” Such area rep-. ‘resentation does not exist in any of the three North Shore municipalities, where alder- men are elected at large. In Sih Dear Editor: I do enjoy all the recipes ’_ printed in the North Shore News each week. It has prompted me to send you three of my own favorites. They could all be served at the same dinner. ‘GVRD citizen any case, the GVRD Board _comprises members who are | aiso members of iocai Coun- cils. Further evidence of fuzz thinking shows in- your correspondent’s bland—per- haps even blind—statement that “‘local planning means .--giving local residents a degree of power to decide on proposed developments...”’ Such direct citizen partici- pation in planning does not exist, and, in fact, could not, under the present provisions of the Municipal Act. The . committees were the nearest we have yet come to direct, general citizen involvement. in plan- ning. . As for ‘‘scuttling the _GVRD”’-—that would be a disastrous event for the orderly planning of the Lower Mainland. It is un- thinkable that the growth of, and provision of services for, a large metropolitan area should be ileft ‘to the decisions of seventeen iso- lated elected bodies through- tha eaiw mart e To t wu rez on avase — Without co-ordination, there would be chaos. a! me The GVRD is the only- agency charged with the responsibility for planning for the Lower Mainland as a ‘EY ny Bon . whole.
