14 - Wednesday, February 21, 1990 - North Shore News Badger Road extension gets NVD Council support NORTH VANCOUVER District Council has flip flopped once more on the issue of whether to allow an extension of Badger Road. By PAMELA LANG Contributing Writer After giving conditional ap- proval to the extension last Oc- tober, council had a bylaw drawn up in December changing the zon- ing of all municipal lands north of Badger Road to parks (PRO) from residential (RS1). The move was made because, according to Deep Cove’s Official Community Plan (OCP), the land should be parkland. The zoning change would preclude the road being built. But during their Feb. 12 meeting, council received a report from the bylaw’s Jan. 23 public BC Rail track to be upgraded BC RAIL plans to spend $32- million this year to upgrade 52 miles of track between North Van- couver and Cheakamus. The project, scheduled to begin this month and expected to be completed in December, will in- clude bank widening, installing steel ties on selected sharp curves and replacing jointed rails with heavier-weight continuous welded rails (CWR). The project is part of BC Rail’'s ‘‘continuing investment in track improvement and safety.’* The new, I15-pound CWR replaces the existing 100-pound rail and is stronger, more durable and economical than the old rail and Provides a quieter and smoother running surface for freight and passenger trains. BC Rai} president and chief ex- ecutive officer Paul McElligott said the railway will work closely with provincial and municipal authorities to minimize public in- convenience. Council then ordered staff to write a second bylaw changing the land to PRO, but leaving a road aNowance for the extension of Badger Road. Mayor Marilyn Baker and Aldermen Bill Rodgers and Joan Gadsby remained opposed to the road allowance, but it passed with Ald. Ernie Crist’s support. Crist had previously been against the road’s construction. “In principle, we should not rezone parkland so someone can make a profit,’"* he said, ‘showev- er, since the district supports de- velopment in the area the request to extend the road is not unrea- sonable."” He added that the road would be useful for access to the parkland east of the proposed extension. The request to extend Badger Road was originally brought to council by a group of eight home- owners who want access to the rear part of their Caledonia Avenue- fronted lots. The group wants to subdivide their properties, with the new homes fronting the extended Badger Road. The proponents are willing to pay for the road construction. Counci! did not vote on ihe bylaw that would change all municipal land north of the ex- isting Badger Road to PRO. They deferred that decision untir they hear from the solicitor on the le- gality of having two similar bylaws awaiting decision simultaneously. As Baker explained, if they defeat the old bylaw (PRO only), then send the new bylaw (PRO and road allowance) to public hearing and subsequently defeat it as weil, they will have nothing to show for the two public hearings.
