Pub applicants ‘naive’ NEIGHBORHOOD PUB applicants should do more research before rushing forward with “naive” proposals, Alderman Elko Kroon said at last week's meeting. By TERR Y LAVENDER Kroon said council was running the danger of “looking like fools” to the provincial government by automatically giving all applications for neigh- borhood pubs a green light to make their pitch to the provincial licensing authority. The alderman made his comments after council heard presentatons from two pub hopefuls, both of whom sought council's blessing in their quest. Both applications — from Bayview Delicatessen , at Lonsdale and 15th, and Whispers Cabaret at 1421 Lonsdale — had = major technical problems, Kroon said. One of those problems was with parking. at a premium in that commercial section of Lonsdale Avenue. Karl Grohs of Bayview Delicatessen was not familiar with the = City’s parking regulations or its proposed pohcy to require one parking space for every 125 square feet of licensed area for each neighborhood pub. He said he did not want to provide much parking as North Vancouver City council he did not want people to drink and drive. The Whispers representatives were told that if their pub application goes through they will have to get their zoning changed. which would negate their present parking arrangement. They said they were investigating alterna- uve parking arrangements. Council voted to inform the provincial Liquor Control and _ Licensing Branch that it would not interfere on behalf of any pub applicant, and to send the branch copies of council's guidelines and bylaws regarding pubs. Those guidelines call for pubs only in the = City’s commercial zones, and require a zoning change before any pub can proceed. Alderman Stella Jo Dean dissociated herself from those guidelines because she said they encourage a pro- liferanon of pubs in the commercial zones. “People just don't know when to stop drnking,” she said, dismissing the idea that City residents would use the pubs only for social dnoaking. North Vancouver ciuzens are “not social drinkers,” Dean said. However, she said she would rather see a pub at Whispers than the present cabaret, because of the problems with noise and late hours associated with Whispers. Whispers’ presentation was a follow-up to a letter they sent council last month after the province rejected their application for pre-site clearance for a pub. Whispers is appealing the rejection and wanted council’s active support for the appeal. The other pub hopeful at last week's meeting, Karl Grohs, said he wanted to convert to a pub because of the overabundance of restaurants on Lonsdale. With “95 restaurants in 25 blocks” he cannot make a living anymore, he told council. The City needs more pubs, more en- tertainment and _ fewer restaurants, Grohs said. Grohs' pub_ proposal brings to three the number of pubs planned for Lonsdale between 14th and = U5th Streets. The other hopeful is Picasso's Restaurant which wants to build a pub right beside Whispers, at 1423 Lonsdale. Provincial pre-site clear- ance — the necessary first step towards a neighborhood pub — has been given for two pubs in the City in the past several months.
