Provincial Finance
Minister Evan Wolfe
recently announced that the |

_ Government. was freezing
‘municipal general purpose
millrates at the 1978 level
and that increases in
munigipal, regional district
and hospital district budgets
would be limited to 5 per-
cent.

The order would not affect
the GVRD’s 1979 budget
which is within the
limitations set by the
Minister.

While some municipal
officials said the govern-
ment move was good politics
it constituted unwarranted
interference in local affairs.

Mayor Jack Loucks, North
Vancouver City, questioned
whether the Provincial
Government had the con-
stitutional authority to
enforce the freeze.
