But council’s hands were tied. Acting director of development and ficensing Fred Smith told council that a building permit had already been issued for the site. “We couldn't do anything with respect to down-sizing,’’ Smith said. In addition to the new house, the residents also objected to the front-facing garage. ‘‘The owner has trucks, two cars and a large trailor, which congest traffic and is a disturbing factor,’’ the petition read. “It looks to me like he is carry- ing out a business from that loca- tion,"’ city administrator Ed Ray- mond remarked. The application by realtor Con- tad Swanson on behalf of owner Walter Jones entailed subdividing three 100-foot lots on Ramsay, in- to six 50-foot fots. Voting against the rezoning, Ald. Joan Gadsby included among her reasons for rejection the fear that small lots would increase in the area once rezoned. “As things stand, there's a shortage of targer lots in the district,’’ said Gadsby. But Ald. Craig Clark said in support of the zoning bid, ‘‘Over all the area would not be impaired regarding living standards. These small lots would have 50-foot frontage and considerable depth.” Council’s rejection was backed by the district’s Advisory Planning Commission (APC) recommenda- tion that council ‘‘deny this ap- plication on the basis that approval sets a precedent of gradual density increases in existing neighborhoods.” The initial May | application for rezoning was accompanied by a petition signed by Ramsay Road residents favoring the change in zoning.
