Presenting the commit- tee’s annual report to coun- cil Monday, member Don Rutherford said the commit- tee is also recommending residential and non-residen- tial facilities be established for youth with drug and alcoho! problems, for sex- ually abused young pecple and for children and adults who are victims of family violence. “I expect council to be under pressure from various groups not to allow such fa- cilities. All that I ask is that you do not bow to this pressure,’’ he said. Rutherford stressed the need for more resources for juveniles, saying the Will- ingdon’ Youth Detention Centre will, become more strained when the age of young offenders is raised from I7 to 18 in April.
