@ - Wednesday, January 29, 1997 — North Shore News me height rules extended NVD extends restrictions eastwards By Martin Millerchip Contributing Writer SINGLE-FAMILY homes east of Lynn Creek will now be sub- ject to the same build- ing height restrictions that presently apply to the western half of North Vancouver District. Council voted six to one in favor of Bylaw 6934 Monday despite largely negative reac- tion to the = regulations expressed at the public hear- ing last week. The new bylaw will allow additions, alterations and reconstruction of existing dwellings provided the new roof and cave height does not exceed the existing height. If it does, the applicant will be required to obtain a devel- opment variance permit that will ultimately be vored on by council, Variance. Neighborhood opinion is one factor that council con- siders when voting on vari- ance applications. The new regulations are intended to prevent the destruction of neighborhood character by overbuilding and are considered a temporary measure until such time as each neighborhood adopts its own zoning restrictions. The process was developed in 1994 for the western por- tion of the district as one way to control the proliferation of so-called “monster homes.” _ Seymour opponents to Bylaw 6934 say it will tie sim- ple renovations in red tape for up to 12 weeks and that the “temporary” bylaw will be in — place for 10 years cr more. A large classified advertise- not the Board of | ment in Sunday's North Shore News opposing the byt paid for by one property owner who hopes to rebuild an older Deep Cove home. Planning staff originally projected completing three neighborhood plans a year, but in two years and seven months only six have been completed. Eighteen more remain west of Lynn Creek and to this back- log will be added 15 Seymour neighborhoods. Coun, Janice Harris sug- gested extending the restric- tions into the Seymour area was premature and would “create an even greater back- log of development applica- tions than we have at the moment.” Coun. Glenys Deering- Rabb also expressed concerns with the workability of the bylaw but said the older areas of — Seymour (Blue ridge, Seymour HH » Deep Cove, Cove itf and Dollarton} deserve some pro- techon. But Deer endment d limit the effects of Bylaw 693+ to these areas failed in a 4-3 vote, leaving Harris as the only remaining oppositio “So what if it takes five years (to get a neighborhood plan),” said Coun. Ernie Crist. *} am concerned about retaining the general character of the neighborhoods.” Coun. Trevor Carolan agreed, arguing that a sense of community livability rests chiefly on the maintenance of neighborhood harmony. 2-Robb's_am- — 5 CLOTHING SALE ; bade On , The. inost intetligent sport “geitity iD : ‘can ruse” “with 52008 a down . | for 6 months” 1695 Marine BEFORE YOU VENTURE ABROAD EAPLORE THE NEWS new travel ads every Sunday NCE Diversified Income Trust. 8 - 10% (* Forecast monthly after-tax cash distributions) * Monthly Cash Flow e Liquid e Tax Savings e Inflationary Hedge * Check prospectus for full details Minimum account $25,000 For your free information kit call: ges: MIDLAND WALWYN e1ut CHIe THINKING™ Chris Carter, Financial Advisor 925-5565 ™ BLUE CHIP THINKING is a trademark of Midland Watwyn Capital Inc.
