LA Dalton blasts V teachers over lack of report cards WEST VANCOUVER.-Capilano MLA Jeremy Dalton vented frustration at the Oct. 26 North Vancouver District 44 school board (NVSB) meeting over the lack of year-end report cards for last year’s North Van- couver students. {n job action by the North Vancouver Teachers’ Associa tion (NVTA), report cards were distributed only to students who were graduating or at- tending summer school. Legislation governing B.C.'s education system — the [989 School Act -~ states that teachers must regularly provide parents of students with pro- gress reports ai the end of each school ycar. Buc school board chairman Don Bell and NVTA president Keith Denley said the legisla- tion is superceded by the labor — code during labor disruptions due to contract negotiations, Deniey said that activities not completed as part of job action ‘are not legally required to be completed under the provincial labor code. : He also pointed out that last spring * the Burnaby school board took the same. issue to the Labor Relations Soard only to’ be told that reports missed during job action did not: have to be delivered. A June 15, 1993, letter from NVTA. past-president Linda “Watson to North Vancouver ‘superintendent of schools Dr. Robin Brayne stated that the teachers were on strike and, because they were in a legal strike position, they were ‘‘under no. obligation to per- foim any duties.”” But Dalton, the former Lib- eral education critic, . said teachers still received their full salaries while withholding ad- ministrative services, which in- clude the Production of report cards. He calls’ the situation shameful. 1s enerously her boo NORTH VANCOUVER SCHOOL BOARD by Kovin Gilites But Denley said the teachers offered to produce the report cards if the board agreed to go to binding arbitration to settle outstanding issues: in the con- tract dispute. Because the board = refused arbitration, the teachers did tot issue report cards, He sald the teachers updated ail files although they were not. legally required to do so. Student files at. individual elementary and — secondary schools were updated to include last year’s marks and are ac- cessible to parents and students who contact. their home schools. Dalton said it was ludicrous for school principals to invite every parent to come in and sce the files. “In any particular case, all I'm asking is that letter grades that are in the files for the Grade’ 6 and 7 students be written on a piece of paper, and sent home,” Dalton said. But North Vancouver Parent Advisory Council president Barbara Atkins said she has received no calls expressing concern on the issue. “I think most parents know how their children are doing in school,” she said. But Dalton — whose children attend a North Van- couver elementary school — said, ‘I’ think that ... the teachers haven’t done their job. and = docunientation, | From page 1 entrepreneurial private prise,’’ said Gadsby. But both Couns. and Jim Cuthbert project. Buchols described the applica- tion as a breach of the district's zoning. He called the Crown Street iocation “inappropriate? for rec- reation, Cuthbert agreed that the ex- isting zoning should be upheld and hinted that a multi-ice-rink facil- ity under discussion by the recre- ation commission could be located “not far away from this site,’ But Coun. Broie disugreed, “Po don't share the optinism that our facility (the multi-rink) is just around the corner,’’ said Crist and offered to bet Buchols a case of beer on it. Coun. Janice Harris supported the proposal as fulfilling a need at no cost to the municipality. Said Harris, “We won't need to cut one tree for this development. It's refreshing.” Muyor Murray Dykeman said the information presented at the enter- Rick Buchols opposed the Crist Operators planning to open rink by Christmas public hearing on parking and signage had helped to change his mind on the proposal, Dykeman said that white he still had concerns about the focation, the benefits of a youth training facility outweighed those concerns. Grimwood has said that he will offer his ice rink to every clemen- tary school class in North Van- couver City and District twice a year at no charge. He had hoped to have his rink operational by Christmas, but Grimwood said the unexpectedly lengthy rezoning process for the land at 1385 Crown St. means Urat “we are realistically looking at a spring opening.”’ He told the News that besides the participation of the landown- er, Quadra Equities Ltd., a tumber of focal companies have offered to provide free labor ser- vices for the tink project in such areas as landscaping, fencing and painting. Grimwood plans to operate the rink every day from 8 a.m. to 8 p.m. ind expects to handle be- tween 1,500 and 2,000 children a week at the facility.
