Though new to council two years ago, Reynolds plunged in and took a maverick, questioning cole in and out of council debates. While the rest of council might have been convinced by legal ad- vice to support such controversial projects as the Twin Towers de- velopment or the Collingwood school expansion, Reynolds took it as her mandate to vote against anything connected with the two issues.
