The victim, who died at Lions Gate Hospital Wednesday, is believed to have suffered a stroke while driving. IRC rejects bias charge INDUSTRIAL Relations Council adjudications chairman Ken Albertini has rejected charges of bias brought against two IRC members following an Aug. 11 IRC ruling that allowed two North Vancouver teachers to withdraw from their dues-paying member- ship in the B.C. Teachers’ Federation because of their disagreement on religious grounds with the BCTF’s pro-choice abortion policy. In his decision released this week, Albertini ruled the charges of bias brought against Heather McDonald, a member of the original panel thai presented the Aug. 11 decision, and fain Benson, an IRC legal advisor, were unfounded. The bias charges, which maintained that McDonald and Benson both held strong views on abortion similar to those held by the two North Vancouver teachers, were brought before the IRC by the North Vancouver Teachers’ Association, the B.C. Teachers’ Fed- eration and the B.C. Federation of Labour. In the Aug. 11 IRC decision, three council vice-chairmen voted 2-1 tu allow Justin and Nancy Wasilifsky, both of whom teach in North Vancouver schools, to withdraw from the BCTF and the North Vancouver Teachers’ Association because of profound religious beliefs and opposition to the unions’ policy of reproduc- tive freedom. Mediator Hugh Ladner will enter the negotiations starting on Monday. The OTEU represents Capilano College clerical, maintenance staff. Its two-year contract with the college lapsed as of Oct. 31. Bell’s notice of motion, submit- ted Monday night to council, stated that garbage collection was privatized in the city in 1983 ‘‘with the promise of savings to taxpayers and increased quality of service."’ But Bell said prior to submitting his motion that there has yet to be any external audit of the service and added that he doubts whether the city has reaped any savings from the privatization of its gar- bage collection even though the municipality has lost an element of control over that service and a number of union jobs because of It.
