By EVELYN JACOB News Reporter Lair, 35, a resident of North Vancouver since 1972, holds a communications degree from Simon Fraser University with special interest in film, photography and video. She has extensive experience in television production and film programming and as a media resources development officer. Lair attended the Emily Carr School of Art and has worked as an architectural photographer, fobbyist, marketing consultant and. designer, as well as an arts ad- ministrator for various perfor- mance groups. As cultural development officer for the North Shore, Lair will be responsible for carrying out the recommendations of the North Shore's Cultural Poticy plan. Her first tasks will be coor- dinating a standardized municipal granting system for the arts and working in conjunction with a committee to develop a study on the need for North Shore arts fa- cilities. She said that in the past arts groups have had to cut their way through a web of bureaucracy to obtain funding. ‘‘Some groups have to apply to all three municipalities for fund- ing, and in one case they'll get $250 and in another mzybe $2,500. To get that they’ve had to fill out three forms with three cate af criteria and then three municipal clerks have to check it. The cost in terms of man hours is wild,” said Lair. Another concern is facilities. With the explosion of arts in the past 10 years, local artists have complained of a lack of venues in which to perform or display their work. Lair plans to !ook at existing arts facilities to see whether im- provements are required or if new centres need to be built. “I'm also looking at the idea of regional financing for certain facil- ities,’’ she added. A long-term goal is to develop business opportunities for local ar- tists and art groups.
