NV District throws cold water

on practice of thawing pipes

RESIDENTS with frozen pipes will now be get-

ting the cold shoulder
District staff.

Without discussion,
district council unanimously
voted to rescind its bylaw
requiring staff respond to
every complaint of frozen
water pipes — regardless of
the time of day or day of the
week,

A staff report by deputy
director of engineering ser-
vices Harry McBride advised
the practice be cancelled
because ‘‘the risks associated
with the electrical thawing of
a frozen water service are
such that they are unaccep-
table, particularly in light of
the position of all
municipalities with regard to
the cost of insurance and a
very real possiblilty that in-
surance coverage may
become unavailable at any
premium.”

District staff has assisted
residents in thawing
waterlines by running an
electrical current through
pipes. But there is a risk the

wiring.

This can cause shorting
and even fire, McBride said.

Even when the electrical
service in the house is
disconnected — which re-
quires a licensed electrician
— the risk is not entirely
mitigated. ‘

Only six of these were on
