Riled father files writ A WEST VANCOUVER father has filed a petition in B.C. Supreme Court asking for the overturn of his son's expulsion from Sentinel Secondary School following an alleged drug deat. The 14-year-old boy was expelled from the West Vancouver school Nov. 29, 1986 after another Sentinel student was caught with cannabis resin and said he had bought it from the 14-year-old. Sentinel’s principal Douiglas Player subsequently recommended the first boy be expelled. But the writ, which admits the boy had been suspended from West Vancouver Secondary School in December 1985 for selling a small amount of marijuana, says the West Vancouver school board expelled the boy without a proper investigation and that the boy’s constitutional rights to a fair hearing had been violated. The writ is asking for costs and other unspecified relief. Board member Don Bell said the present process does not allow the board to adapt the budget in con- sultation with the public and does not give the board adequate in- formation early enough. “This process doesn’t support responsible planning,’’ Bell said. He said given the present system, a school board should overestimate operating costs in case the educa- tion ministry cuts its planned operating budget. The education ministry must approve all schoo! district budgets and it tells the school board the ratio of provincial government money and directly-levied local taxpayer money the ministry will allow. Since 1986 the government has allowed school boards to levy ad- ditional fees for special projects — such as new computers — from local taxpayers if the board saw fit. Under the present system the school board receives its approved budget back by April 20, but must then approve it by May 1, which gives the board only 14 days to consider raising local school taxes. Bell said this does not allow the board time for consultation with ratepayers and community repre- sentatives. The board, however, cannot tax local people without consultation, Bell said, $0 that the consultation process requires earlier budget approval from the education ministry.
