(UPI) - A _ 606-foot phosphate freighter smashed into the Sun- shine Skyway Bridge in a thunderstorm over Tampa Bay Friday. A bus and several cars plunged 150 feet into the water below, killing at least 31 people. One survivor was pulled from the water by the crew of the freighter. A Coast Guard spokesman said all 23 people aboard the Greyhound, bound for Miami, were trapped when one span of the bridge collapsed. The ship channel is about 44 feet deep beneath the bndge. An undetermined number of cars also went into the water, killing seven to eight other people. Libya threatens to cut oil exports BEIRUT, Lebanon (UPI) - Libyan strongman Col. A12 New letter promised FROM PAGE A1 District council to do a study because of fears that homes in the area might be en- dangered by future mud- slides. Mayor Don Bell said the District “expressed a willingness to comply with that request.” On April 22 residents were sent a double-registered letter outlining conditions under which the study would be done. “Each of the owners and occupiers (must) agree that the contents (of the study) wil not be used in any claims against the District’ for damages which have oc- curred or may occur in the future,” the letter said. Dons Chu, whose home on Riverside Drive was badly damaged in the December 19 slide, said the letter also stipulated that if any preventative measures were recommended by the report then the homeowner would have to pay for them privately. Residents would have to agree to these conditions before the survey would be done. “Most people won't sign 1 the way it is worded now,” Chu said before Wed- nesday’s meeting. And at Wednesday night's meeting, Chu said Bell prefaced his remarks by saying that the letter was not correctly worded and that the residents would be receiving a new letter soon. Bell told the News that conditions for doing the survey had been outlined by the insurers for the municipality who were concerned about any liabililty the municipality might incur. He said the meeting between council and residents was to answer any questions about the letter. If there was any disagreement he said they would “try to handle it in a responsible way.” Beil said the municipality was “caught in the middle,” between a desire to help the residents and the necessity of protecting the municipality.
