The call came as the school board approved a gross budget for 1980 of $15,934,957 — an increase of 8.2 per cent from 1979. Paddy Boyle of the West Vancouver Teachers Association charged that West Vancouver taxpayers can afford an increase in their taxes. The people of West Vancouver pride themselves on having the best of everything according to Katherine Steig of the West Vancouver Parents Association. She told the board West Van “should aim for the best pupil teacher ratio in the lower mainland.” Trustee Mark Sager, chairman of the Finance Committee argued that taxpayers are concerned over increases and says ‘the people out there are very conscious of the money going to taxes.” SPENDS MORE Sager claims that while the West Van PTR is above the provincial average West Van spends more per pupil than any board in the province. The issue of pupil teacher ratios should be covered in the operating plan which is coming up in later months, Alban said. In response to demands from the audience of about 40 concerned West Van parents and_ teachers, Trustee Lillian Thiersch proposed a motion, which was defeated, to add provision for one more elementary teacher in the 1981 budget. CLASS SIZES Sager agreed that there ts a problem with class sizes but pointed to last years budget surplus of one quarter of a million dollars, explaining there would be funds in 1980 should the board decide to hire ad- ditional teachers. Boyle quickly pointed out that the quarter million dollar surplus would have covered the cost of hiring ten additional teachers thereby bringing the West Vancouver PTR to. the provincial average. Chairman Audrey Sojonky explained the budget surplus was passed on to West Van taxpayers -by adding it to the 1980 budget. The $868,560 increase in the instruction account, which covers teacher salaries, over the 1979 budget, reflects a 10 per cent increase in salaries set by arbitration according to Sager. The budget also included a reduction in staffing by 15 teachers based on an an- ticipated decrease in enroliment in September. Ed Carlin said the 1980 budget requirements for teachers were based on a formula of one teacher for each 28 pupils. He also pointed out that in 1979 an expected decrease in enrollment didn’t take place and the five contingency teachers were added, as well as ane additional, 1.8 teachers, not included in the contingency plan. But in response to questioning by Thiersch, Carlin admitted the addition of the five contingency teachers to West Van schools would not “make a dent in the problem of large classes.” TAX COSTS In response to a query from Katherine Steig the board estimated the hiring of 13. additional teachers in West Van would cost the average homeowner about $10 in additional taxes for the period of September to December. In other matters, Doug Orlick, a parent, expressed concern over students crossing boundaries to at- tend schools in areas other than their own area and the additional cost il causes the school board. Carlin agreed that boundary transfers do cost the board money but couldn't say to what extent. Sojonky suggested that board policy on transfers be reviewed before requests from parents start to come in at the end of May.
