She said people cannot expect government to ‘help them in the first few days after an emergency, so people must be taught to look after themselves. “That is where the neighborhood program kicks i in,” Bean said.*: “. Two directors in each of the three municipali- ties on the North Shore oversee the 350 volunteers in the area’s program through the help of program ’ coordinators, said Bean, who works out of the - North and West Vancouver Emergency Program _ Office. Directors sketch an overall plan, and coordina- tors have their own, more detailed plans with a list of suppliers and contacts, she said. The ESS program looks for vol- unteers with special skills such as drivers with class 4_ licenses, ama- teur radio operators, experience “dealing with people’s problems and clear handwriting.
