Two teenagers, ages 13 and 15, were arrested and rob- bery charges are pending in connection with the incident, according to a North Vancouver RCMP spokesman. Police say the victims were waiting for a bus at about 5 p.m. when a large group of youths approached them and = asked for money. The boys turned over their bus fare after the knife was { produced, said police. The suspects will be charged under the Young Offenders Act. Lawyers disputed how much chlorinated water went into the creek from the NVD pipe. A Crown lawyer contended the water flowed overnight. A Crown witness esti- mated the water released as being 50 to 100 times the usual flow of the creck. NVD claims, at the most, four hours of water flow went through their six inch (15 cm) pipe. Sorochan said a “latent defect” caused a valve to fail for the first time in more than 25 years after a, power outage. He said NVD employees took reasonable care, acted diligently and responded diligently to the inci- dent. Said Sorochan,"You have to deal! with, a creck eventually” in any water system.
