WEST VANCOUVER Dis- trict Council's decision to continue support of a redevel- opment scheme for the Clyde Avenue area east of Taylor Way had one detractor Monday, March 20. WEST VANCOUVER DISTRICT COUNCIL By Maureen Curtis “It is an ideal site for seniors* housing ... a gorgeous spot with all the amenities close.” said Coun. Andy Danyliu. Having recently voted against ‘putting a multi-level care facility for seniors on a nearby Keith Road residential site, Danyliu tried to convince council that the Clyde Avenue study area, down. below, would be ideal for seniors’ hous- ing. . Directing a dig at councillors who had “called themselves spokespeople for seniors,” he noted that he hadn't seen any studies as to the suitability for seniors of the Park Royal Hotel Neighborhood (PRHN), as the Clyde Avenue area is also known. He pointed out that seniors would have less of an impact on local traffic patterns than the younger double-income couples who might be attracted to the resi- dential-commercial mix» proposed for the PRHN. They are not interested in seniors’ housing. The idea is to ere- ite guidelines for orderly develop- ment in the areal” said Coun, Rod Day. According to West) Vancouver planning director Steve Nicholls. seniors would likely buy some of the residential units proposed for the area but, he noted, “subsidized seniors’ housing is a different issue.” Currently zoned for commercial use only, the PRHN, Jocated east of Taylor Way and north of Marine Drive, is in the development dol- drums, “[t needs a creative, visionary planning process and a massive injection of activity and people with lots of money and energy,” commented Coun, Pat Boname. But by allowing a residential mix, council can prescribe a com- prehensive rather than. fragmented redevelopment that could ‘breathe life into the quiet streets and deserted buildings. With the Park Royal Hotel as a nucleus, and the proximity to the Capilano River walk and shopping, the area could blossom, proponents believe. Diy pointed out that rentaining issues include: Mo maintaining a viable commer- cial-business component; M establishing appropriate density and height restrictions: B resolving traffic issues: and @ implementing the improvements. Council ordered staff to meet with local neighbors and property owners and find out what the Ministry of Transportation and Highways (MOTH) requires. The only access from the PRHIN is on to busy Taylor Way, which is under MOTH jurisdiction, One of the suggested ways of improving the traffic problem is a tunnel concept that would require funding and Ministry of Transportation and Highways approval. Talks with MOTH could take some time, but Nicholls anticipated returning to council with a progress report within the next month.
