And one immediate benefit to hard-pressed North Shore pro- grams is a commitment of one half of the 1992 level of funding to be made available in January 1993, This core funding is intended to allow programs to operate through the grant application period with stability and without financial distress. Surely everyone can understand that dealing with youth problems in court is not the way to go,” said Brennan.
