The areas were examined for the changes that have occurred since the OCP was adopted in 1980, social and development trends forecast for the next 10 years and the policy changes that should be considered by the municipality as a result of the report's findings. Though municipal estimates based on a medium forecast show West Vancouver's overall popula- tion growth dropping from 37,077 in 1986 to 35,895 in 1996, the number of persons over 50 years old will increase from {4,941 to 16,882 while the number of resi- dents aged 20 to 29 will drop from 4,170 to 3,041 over the same period. GVRD estimates for West Van- couver show the increase in popu- lation over 85 will be 50 per cent from 1986 to 2001. For North Vancouver, the GVRD estimates that increase will be 139 per cent. The effect of this rapidly aging population will necessitate wholesale changes in health care, recreation facitities, housing and its design. Development above the Upper Levels will also be a major iss ¢ for West Vancouver in the coming decade. According to the OCP study, those lands will, within the next five to 10 years, represent the only area in West Vancouver available for additional multi-family resi- dential development under current zoning. The area, which has a current designated density of 2.5 dwelling units per acre, will also likely be the only area capable of accom- modating single-detached residen- tial development in West Van- couver within 10 to 15 years. troduction of a planning study for the courthouse area and endorsed six candidates, three of whom were elected.
